U.S. authorities claim that a recent ruling by the World Trade Organization (WTO) has effectively upheld this stance in that the decision partially reverses key aspects of an earlier ruling of the WTO that had resulted in overseas gambling firms having a claim that they should be allowed access to the U.S. Internet gambling market.

The Act amended Ontario’s Consumer Protection Act to include two prohibitions. Section 13.1(1) provides that "No person shall advertise an Internet gaming site that is operated contrary to the Criminal Code (Canada)" while section 13.1(2) states that "No person, other than an Internet service provider, shall arrange for or otherwise facilitate advertising prohibited under subsection (1) on behalf of another person."
